The context.

Moving to place-based working

Sport Wales has a Vision that everyone can have a lifetime enjoyment of sport, in line with the Welsh Government Vision of everyone having longer healthier and happy lives, being able to remain active and independent in their own homes for as long as possible. To achieve this, there is an increased focus on a place-based and ‘whole systems’ approach to wellbeing, addressing the complex web of factors contributing to engagement in sport and physical activity. 

This is exactly what the Local Active Partnerships aim to achieve. Their role is to influence the system around them, and achieve the kind of change communities want and need to see to help them be more active and engage with sport. But one question remains – how do you know when this change is the right change?

The mission.

Understanding and measuring impact 

Social Change was tasked with working alongside Sport Wales and a Local Partnership to co-develop an evaluation framework. This would need to support Local Partnerships to understand how best to engage with local communities to identify what changes they want and need, contributing to their place-based approach. The framework would also support and encourage more consistent reporting across Local Partnerships to help them, and Sport Wales, to understand the impact they are having on local systems.

What we did.

Co-developing a framework 

We began with a scoping exercise to understand the workings of Sport Wales and Local Partnerships and establish best practice in relation to place-based working and evaluation. Following this, we held an in-person workshop with members of Sport Wales and Actif North Wales to discuss needs and requirements from the evaluation framework. Ultimately, it was important for this to help them understand how they are influencing the systems which facilitate increased activity and participation in sport by local communities. This insight and regular check-ins informed the framework development. 

The impact

The final evaluation framework was presented at an event with over 30 stakeholders working in the sport and physical activity space across Wales.

This interactive event included workshops to put learnings into practice, and develop an evaluation plan, and consider capabilities for implementation. The framework was subsequently translated into Welsh and shared across the country to equip Local Partnership with the skills and knowledge to evaluate their impact on local systems, and ultimately measure the extent to which they are contributing to Sport Wales’ Vision.
